Star Island manager outlines modest repair plan for founder’s building; HDC requests formal application

Jack Farrell, Star Island manager and facilities director, spoke to the commission by phone to review a proposed repair of the existing founder’s building near the waterfront.
Farrell said the work would retain the building’s 50-foot width while increasing depth from about 26 feet to 30 feet to allow a larger bathroom and a more functional interior layout. Externally, the proposal would match the existing cape-cod style: grey cedar shingles with white trim and windows that maintain the current appearance. Because the building is close to the water, Farrell said it will not have a poured full foundation; instead the plan relies on a combination of steel beams and concrete so the structure can better withstand a 100-year storm surge. He indicated an intended start in September and said the design changes are modest and intended to leave the building at the same grade with minimal harborfront impact.
Commission members agreed that Mr. Farrell should submit a formal application to the HDC for a full review before any final approvals or permits. The minutes record the work-session review and the request for application; no formal HDC action on the project was taken at this meeting.
