Carlinville council approves zoning change, several bids and $25,000 for water-plan update; Our Market names manager

The City of Carlinville council on March 2, 2026, approved a string of routine motions, adopted a change to the zoning code related to pollinators and authorized $25,000 for an updated water Risk and Resilience Assessment (RRA) and Emergency Response Plan (ERP).
Julie Boente and Chris Hartsook introduced Brad Walker as the new general manager of Our Market; Boente said, "Our Market is in the final stages of the grocery store being complete, target is to be open in 2026." Mayor Doug Downey also asked council members to review TIF and façade grant applications ahead of next week's committee meetings and encouraged residents to mark March as Colon Cancer Awareness Month by "putting a blue light in your window" to remind people to get screened.
Votes and contract awards were unanimous. The council accepted the Motor Fuel Tax (MFT) 2025/2026 bid from Delaurent Construction Co. Inc.; approved a $10,000 bid from Cole Excavating Services, Inc. to demolish the Davis Cabin at the lake; and approved $25,000 for the Water RRA & ERP update project. On the Secure City Hall security bid, the council did not approve the purchase and instead voted to return the item to the Finance Committee for further review.
In other business the council accepted updated amendments to Chapter 40 of the zoning code concerning pollinators. The meeting record shows the zoning changes were approved without debate and passed unanimously.
During the public-comment period resident Ed Taylor raised concerns about the quality of the lake water and referred to historical decisions made in 1938 that he said affected the lake's condition; the council did not record a formal response in the minutes.
Scott Reichmann, identified as the Carlinville Alluvial representative, told the council that Phase 1A of the Alluvial project began Feb. 23, 2026, and that a more detailed construction schedule and proposed completion dates will be available within 30 to 60 days. Reichmann said Phase 1B will require additional funding and that IARWC is seeking a loan through the Illinois Environmental Protection Agency.
