Upper Dublin awards $2.7M+ in library renovation contracts; grants and private funds cover much of project

Upper Dublin commissioners on Jan. 13 awarded multiple contracts to renovate the township library and to return the library to full public use after it had hosted police operations following storm damage.
The board approved the lowest responsible general contractor bid to Green Star Group for a base bid of $1,257,500 plus a recommended alternate of $7,963 (total $1,265,463). Mechanical, electrical and plumbing contracts were awarded to Hirschberg Mechanical ($420,890), BSI ($938,000) and GM Mechanical ($116,572), respectively; each award was contingent on final verification of insurance, bonds and contract documents.
Manager and staff summarized project funding: the project budget is about $3.3 million, with secured grants totaling approximately $1,250,000 and a private contribution of about $1,000,000. Bond proceeds and a previously approved additional bond allocation make up the remainder of the budget. The manager said consultant and staff bid estimates were met or bettered: "We beat the number by $60,000," he said, noting the awards remain well within the established budget and contingency.
Officials said the work is expected to proceed quickly; staff and the architect reported strong bidder interest and that the project will generate revenue from renewed rentable community rooms. The board approved the contracts by motion and voice vote.
Next steps: solicitor review of insurance and bond documentation and execution of construction contracts; staff said it expects the project to be complete later in the year.
