The City of Carlinville City Council on March 16 unanimously approved a series of municipal contracts and purchases, granted a festival permit and approved an ordinance amendment, the council minutes show.
The council approved routine business at the start of the meeting: Alderman Reichmann moved to approve the March 2, 2026 meeting minutes (seconded by Alderman LeVora), and Alderman Ober moved to approve the bills (seconded by Alderman Brockmeier); both motions passed 7-0.
On capital and public-works items, the council accepted a Henson Robinson Company bid of $24,806.00 to renovate the wastewater treatment plant boiler burners (motion by Alderman Link; seconded by Alderman Reichmann), and awarded NECA (National Electrical Contractors Association) a $38,642.76 contract for video detection at the Shipman Road and Loveless Parkway stoplight (motion by Alderman Ober; seconded by Alderman LeVora). The council also approved the $35,472.00 purchase of a Hot Patch Machine from K M International (motion by Alderman Link; seconded by Alderman Ober).
The council approved a $1,149.00 purchase of a computer for CEMA representatives from Illini Tech Services (motion by Alderman Link; seconded by Alderman Brockmeier).
The council granted the Imagine Rural Arts festival request for Saturday, Sept. 26, 2026, 9 a.m.–2 p.m., to use the grass in the middle of the square and 14 parking spaces (motion by Alderman Link; seconded by Alderman Brockmeier).
Council members also approved and placed on file an "Ordinance Amending Chapter 27 of the City Code (MDPV and Kratom Prohibited)" (motion by Alderman Brockmeier; seconded by Alderman Link). The minutes record all recorded motions passed unanimously, 7-0.
The meeting concluded with a motion to adjourn at 6:24 p.m. (motion by Alderman Reichmann; seconded by Alderman LeVora).
