Contracts and change orders City staff reported seven bids were received for the Todd Street and Josie Street sanitary sewer rehabilitation project. The low bidder, King Solutions Services LLC (Houston), submitted a $279,970 bid and requires 75 calendar days to complete the work; council approved the award and staff said funds are available through water revenue bonds. Councilman Turner observed that because Exxon Mobile will reimburse up to $300,000 for needed improvements connected to its operations, the project may be fully reimbursable.
Staff also presented Change Order No. 1 for Phase 2 of the I‑10/Highway 69 East utility relocation project with Vortex Services LLC. The $41,343.81 change order covers additional sanitary sewer work required by the Texas Commission on Environmental Quality and other requested items, and adds 10 calendar days to the phase schedule. Staff noted the phase‑based contract accounting and Texas charter thresholds require council review because the change exceeds percentage thresholds relative to that phase.
Planning and zoning actions Council approved a specific use permit for a 16,000 sq. ft. classroom building for All Saints Episcopal School at 4108 Delaware Street, with conditions requiring compliance with building/fire codes, parking details and utility requirements. Council discussed neighborhood traffic concerns (Sandalwood neighborhood) and asked staff to coordinate signs, enforcement and parent communications to reduce driveway blocking at school drop‑off and pick‑up.
The council also approved a rezoning at 5980 Concord Road from residential multifamily (RMH) to GCMD2 (general commercial multifamily dwelling district 2); staff and the planning commission recommended GCMD2 to allow closer scrutiny of hours and operational conditions through a future specific‑use permit. Finally, council approved a specific use permit to allow a dialysis center at 3100 North Major Drive (building 3) subject to standard building and utility conditions.
Each measure passed on a council vote. Staff said additional details and standard permitting conditions will be reviewed as construction and permitting proceeds.
