The York City Council voted to approve an expedited tax-increment financing (TIF) application submitted by Spencer Galloway to relocate Proven Truck and Trailer Repair to parcel 930179005 in the city’s industrial park.
Galloway introduced himself to the council and said he has lived in York his whole life and currently resides at 2005 Kentucky Drive. He said Proven Truck and Trailer Repair began operations in January 2025 and that he is leasing a property from Mark Nolan at 119 East Bond but plans to move to an undeveloped lot in the industrial park. Galloway said he has been working with York State Bank on financing and may need a TIF bond to proceed.
City staff described the expedited TIF process as an abbreviated, administratively driven program that requires administrative and council approval and is intended for small projects; the staff presentation noted that previous expedited TIFs had covered housing projects and that this is the first commercial expedited TIF the city has processed. Council members thanked Galloway and moved for approval. The motion was seconded and carried on a unanimous voice vote.
The expedited TIF is intended to reduce barriers for a small commercial project and streamline the process compared with larger-scale TIF agreements. Council did not record any conditions or amendments to the approval in the transcript.
