Board hears ADA website compliance risks and IRS mileage update; staff to issue memo

Trustees received two administrative updates: legal counsel discussed upcoming ADA website-compliance requirements and the Internal Revenue Service's updated mileage reimbursement rate.
Board counsel said the Department of Justice (DOJ) is enforcing website accessibility requirements in ways that depend on entity size and traffic, and that some jurisdictions already face April deadlines. Counsel warned that making reports (for example, GASB audit reports and actuarial evaluations) fully accessible online may require vendor work and could increase fees. Staff said they are evaluating options (including posting only materials required on the website and providing larger reports in hard copy) and hope to circulate a memo to all plans in March.
On reimbursements, counsel said that for travel on behalf of the board or city, the IRS mileage rate is now 72.5 cents per mile (an increase of 2.5 cents) and that in-service distribution changes discussed previously will be addressed at the March meeting.
Trustees asked staff and consultants to investigate practical posting approaches that balance accessibility compliance with cost, and to report back with recommendations.
