Julie (DID staff) presented a draft bid scope for light‑pole refurbishment and said procurement is assessing whether an existing "piggyback" contract can be used to accelerate work. The board voted to direct staff to start the formal procurement process (the staff presentation noted a typical timeline of three to six months if a new solicitation is required).
On flower baskets, staff said the vendor notice of termination has been submitted and the vendor will cease service on June 13. Julie reported an inventory showing 42 baskets remaining on Palm Avenue that the Palm Avenue Merchants Association can assume; she requested authorization for the chair to sign an assumption-of-ownership agreement to transfer those baskets. The board approved that motion by voice vote.
Julie also reported that approximately 201 baskets elsewhere will be removed this week and, without an available city storage location, said the city will dispose of baskets that are not claimed or otherwise stored. "They will be disposed because I do not have a place to store them," Julie told the board.
Next steps: staff will proceed with the light‑pole procurement process (or piggyback contract if viable) and will execute an agreement to transfer the 42 Palm Avenue baskets to the merchants' association; staff will continue to provide cost estimates and storage/disposition plans for the remaining baskets.
