Architect Don Cooper presented schematic plans for a historic, bay-front property at 4521 Bayshore Drive during the Historic Preservation Board meeting on March 10, 2026. Cooper described a plan to lift the house above flood elevations and rotate it so the street-facing cottage could be retained while new additions and living spaces face the bay.
Cooper described measured drawings and photos and explained the design logic: "The house is below flood — it's going to flood when we have hurricanes, and why don't we lift up the house and rotate the house?" He said the schematic construction estimate for the plan was approximately $6,500,000 while the owner's original budget was around $5,000,000, and that much of the interior historic fabric would be reconstructed while the front facade and portico would likely remain the principal historic elements.
Board members and staff reacted with practical suggestions. Several members recommended exploring on-site relocation or rotating the main house to make the primary historic façade face the street and preserve neighborhood character. One board member suggested keeping the small street-facing cottage and placing a new, compatible addition to the rear or perpendicular to the existing massing. Staff reminded the board that the designation for this property focuses on the structure, not site landscaping, which can give design flexibility for siting and orientation under the certificate-of-appropriateness review.
Board members asked the applicants to study setbacks, pool location, and the feasibility of perpendicular additions versus full rotation; staff offered to help with precedent research and documentation for any future formal COA (certificate of appropriateness) application. The board did not take a formal vote; members encouraged the applicants and staff to continue exploring options that balance flood resilience and preservation of visible historic fabric.
The presentation also prompted broader discussion about site-specific solutions the board could consider in other coastal preservation cases, and staff flagged the need for clearer application guidance around relocation, salvage, and site reconfiguration in order to streamline future reviews.
