Carlinville council approves grants, nuisance and administrative measures, and accepts DCEO planning resolution

The City of Carlinville council approved a package of routine administrative and grant items at its April 6 meeting.
Council members approved 2026 façade grant awards for six local businesses totaling $34,000 after a motion by Alderman Brockmeier, seconded by Alderman Link; the motion passed unanimously (6-0). The council also adopted an ordinance amending the nuisance code to address unlicensed vehicles (mover: Alderman Brockmeier; second: Alderman LeVora), which passed 6-0. In addition, Alderman Link moved and Alderman Ober seconded acceptance of a Department of Commerce and Economic Opportunity (DCEO) Regional Site Readiness Program—Planning resolution; the resolution was approved unanimously (6-0).
On administration, council approved changing the monthly water-bill due date to the 20th (mover: Alderman Brockmeier; second: Alderman Ober), and Mayor Downey read and was authorized to sign an Arbor Day proclamation after a motion by Alderman Link and second by Alderman Brockmeier; both motions passed 6-0 in the meeting record.
Grant update: Bobbi Bates, the city’s zoning administrator and economic development/grant writer, briefed the council on grants the city has received and on upcoming applications. Bates also discussed an Energy Transition Grant and plans to develop a job-development training program tied to that funding.
The meeting adjourned at 6:53 p.m. on a motion by Alderman Ober, seconded by Alderman Fogle; the motion passed unanimously.
