Sarasota commissioners on Feb. 17 adopted two resolutions that preserve the city’s option to use the uniform method — adding charges to county property tax bills — for future non‑ad valorem assessments in two areas: a South Poinsettia Park street‑lighting district and a St. Armands/Lido Key undergrounding district.
City staff and bond counsel said the resolutions are an early, procedural step that notifies the county tax collector and property appraiser of the city’s intent so that, if the commission later moves to impose assessments, the city may use the property‑tax bill collection method rather than direct billing. "This resolution does not impose any assessment," bond counsel Chris Rowe said, adding that the measure simply preserves a collection option under state statute.
Presenters stressed additional steps would be required before property owners are billed: detailed cost estimates, a methodology for apportioning costs, mailed notice and a public hearing. Staff said any district would typically require community support — a minimum threshold between 60% and 75% depending on policy direction — before the city would proceed.
Vice Mayor Ulrich moved adoption of both resolutions; the commission corrected a scrivener's error in the South Poinsettia resolution’s deadline language to refer to 03/01/2026 and adopted both measures unanimously.
