Carlinville City Council approves contracts for gas, communications and sewer repairs; OKs $30,000 grant for Aladdin property

The City of Carlinville City Council on Oct. 20 approved a slate of contracts and repair bids that council members said address utility costs and urgent infrastructure needs.
Aldermen voted unanimously to approve a 24-month gas contract with Constellation at $0.54836 per therm and to advertise for a deputy city clerk position at $20 per hour with full benefits. The council also voted 7-0 to authorize PGAV to review and propose a redesign of the Sears tax-increment financing (TIF) district for up to $1,500.
Police Chief Derek Graham reviewed proposals from two vendors on the council’s behalf. The council accepted Madison Communications’ phone-service proposal for $13,898.98 after a motion from Alderman LeVora and a second from Alderman Link; the vote was unanimous.
Two public-works repair contracts were approved over a single dissenting vote. The council accepted JP Burns Excavating Inc.’s $38,600 bid to replace 236 feet of 15-inch Sch 40 pipe with new 15-inch SDR 35 pipe with clean rock bedding and backfill to repair a storm sewer collapse near the Hardee’s property; the motion passed 6-1 with Alderman Wagstaff voting no. The council also approved JP Burns’ $19,000 bid to replace an existing manhole on Union Street and West 1st North with precast risers and lid; that motion likewise passed 6-1 with Alderman Wagstaff voting no.
Alderman Link moved and Alderman Ober seconded approval of a MECO contract to pursue a $30,000 grant to provide water and sewer extension to the old Aladdin property; the council approved the measure 7-0.
The council tabled proposed revisions to the golf cart, neighborhood vehicles and utility task-vehicle ordinance and tabled action on the Campground Lake lease; no votes or amendments were recorded on those items. Separately, Alderman John LeVora asked the council to develop an ordinance to address damaged sidewalks caused by heavy equipment and semis; the motion to have staff draft the ordinance passed unanimously.
During the public-comment and correspondence portion of the meeting, Alderman Ober noted that he and Alderman Link will provide a truck and trailer for the city’s Halloween Parade on Oct. 25 at 6:15 p.m. City Clerk Mary Heller told council members that the Spirit Boosters requested moving a previously approved Krispy Kreme fundraiser from Oct. 18 to Nov. 15 because they could not obtain the doughnuts in time. Mayor Doug Downey said traveling artwork from a recent folk-art concert will be displayed at locations around the city beginning at City Hall.
