The Virginia Beach School Board on June 8 approved a resolution to use the design‑build project delivery method for the Princess Anne High School replacement or modernization project (CIP 1‑015), a complex project projected to cost more than $40 million. The resolution passed 10–1 after the board amended its language to clarify the approach will "mitigate the risk of delays and change orders."
Board members and staff said design‑build will allow earlier collaboration among owner, designer and contractor and is expected to improve schedule control and coordination for a large, technically complex high‑school project that includes multiple educational programs and adjacent commercial or residential properties. "The school board will benefit from the use of design build project delivery method, which will allow early collaboration between the owner, designer and contractor," a facilities presenter said in the discussion.
Board member Miss Melnick moved to revise the whereas clause to replace phrasing describing absolute reduction of risk with language stating the method will "mitigate" delays and change orders; that amendment passed on a recorded vote. After the modification, the full resolution was adopted by a 10–1 vote.
The resolution authorizes the school board chair, superintendent or designee and legal counsel to take steps needed to include a written determination for the design‑build method in procurement documents and to proceed with progressive design‑build procedures as appropriate. Staff said they will work with procurement to include allowances and contingencies and to structure guaranteed maximum price considerations appropriate to progressive design‑build procurement.
What happens next: Staff will proceed with procurement steps (RFQ/RFP) and additional project-level planning, following the authority granted by the resolution. The board’s vote authorizes preparation of procurement documents and further actions by the superintendent and counsel.
