Commissioners approve revised Sunny Meadows RFI and authorize pest eradication work

The DeKalb County Commissioners on June 8 approved a revised Request for Information for Sunny Meadows that explicitly allows nonprofit partners and clarifies that sewer and water extensions are only conceptual possibilities, not promises, county committee member Chuck Knox told the board.
Knox, a member of the committee exploring the site, said the RFI changes also clarify township boundaries for the property: “The main historic building is located actually in Richland Township, while the historic bank barn and much of the surrounding grounds are located in Kaiser Township,” and he emphasized that the site’s inclusion in a Kaiser Township multiple‑resource National Register nomination makes it eligible for 20% federal historic rehabilitation tax credits. “These tax credits can be bought and sold, and they are used as an investment vehicle,” Knox said.
After brief discussion, Commissioner Bennett moved to accept the revised RFI, the chair seconded, and the motion carried 3–0.
Separately but related, commissioners voted to authorize payment of the contractor invoice to perform a three‑stage pest treatment at Sunny Meadows. Commissioners discussed costs and scope: the contractor described three treatments covering attic, basement and upper floors, a one‑month treatment timeline, and an optional $850 line‑item to move furniture into the chapel for heat treatment. Commissioners asked staff to ensure historically sensitive items are reviewed by a historian as those objects are processed.
Commissioners and staff cautioned respondents to the RFI not to assume utility lines will be extended; Knox told the board that infrastructure improvements remain conceptual and “respondents should not assume these improvements will be in place.” The county will assemble the final RFI list and release it after the site clean‑up and treatments are complete.
