Commission approves rezoning to allow small restaurant at 2283 Ringling Boulevard
Summary
The commission unanimously rezoned 2283 Ringling Boulevard from Commercial General to Downtown Edge after the applicant proffered that future use would be limited to a 2,204‑sq‑ft restaurant; planning staff found the request consistent with the future land‑use map and traffic impacts de minimis.

The City Commission unanimously approved a rezoning ordinance that will allow a small restaurant at 2283 Ringling Boulevard. The applicant proffered a cap — the use will be limited to a restaurant not to exceed 2,204 square feet — and staff concluded the request aligns the parcel’s zoning with the city’s Urban Edge future land‑use designation.
Planning staff said an initial transportation concurrency review judged the project de minimis, and that the property qualifies for Downtown Edge exceptions that allow small liner buildings under 10,000 square feet to be approved without requiring off‑street parking. Neighbors raised parking concerns during public comment; the owner said he had pursued informal shared‑parking arrangements and expects to rely on existing on‑street parking, nearby judicial parking lots and walkability in the growing neighborhood.
Commissioners noted the planning board’s unanimous recommendation for approval and cited the economic benefits of reactivating an underused building. The commission voted unanimously to approve the rezoning ordinance on second reading.
