Livingston County files ConnectALL extension and reports Light Up Livingston deployment metrics

County planning staff updated the Public Services Committee on June 2 that Livingston County filed an extension request with the ConnectALL Office for the Light Up Livingston municipal infrastructure program and provided updated deployment figures for both the MIP and USDA ReConnect partnerships.
Megan Crowe said the county filed the extension request by the May 27 deadline and is working with the state and Treasury toward a new project timeline that could run through June 30, 2027. The extension request was described as necessary because of make-ready issues in National Grid service areas in northern Livingston County, which have delayed some construction milestones.
Staff reported program metrics (May 18, 2026 data) for the MIP: 5 MIP installed customers; 6 MIP orders pending; 47 MIP serviceable addresses; and 229 customers in the 60-day acceptance phase. The county noted that Milestone 3 filing requires 170 miles of fiber to be operational; Milestone 2, filed March 13 for $4,270,973.83, was expected to result in payment in early June. Labor bids for the re-bid of Service Area 1 were due June 10.
On the USDA ReConnect project (with Empire Access), planning staff reported 953 serviceable locations on the ReConnect network, 95 connected customers and 344 addresses in the 60-day phase (May 18, 2026 data). County staff said they are coordinating with Empire Access to determine how to connect county facilities and towers and are holding town meetings and public outreach; the LightUpLivingston.com portal is being updated to let residents check serviceability and sign up.
County officials said they will continue to pursue the extension and move forward with make-ready and vendor coordination to meet milestone requirements. Upcoming outreach includes scheduled town meetings (e.g., June 9 in Town of York; June 11 in Town of Avon) and ongoing marketing to increase take rates.
