Public Services Committee approves contract awards, grant applications and appointments

The Livingston County Public Services Committee on June 2 approved a slate of resolutions authorizing contract amendments, procurement actions and grant applications affecting county water projects, GIS services, highway maintenance and public safety. Committee members carried each motion; the approved items will be forwarded to the full Board of Supervisors as required.
Megan Crowe of the Planning Department reviewed an amendment to Resolution No. 2026-132 correcting how three Town of York projects were shown in the FY2026–27 budget. The corrected entries list the Town of York various water mains project at $2,210,000 (FY26–27: $2,104,345); a pump station at $1,336,250 (FY26–27: $1,321,999.55); and a Flat Road transmission 12-inch main at $863,319 (FY26–27: $863,319). Mr. Pangrazio moved and Mr. White seconded the resolution, which was carried.
The committee also approved an amendment to increase the Geocove, Inc. GIS technical assistance contract by $50,000 — from $40,000 to a not-to-exceed $90,000 — to add Highway Department GIS projects. Ms. Crowe said the increase stems from collaboration with Highway; Mr. Schuster moved and Mrs. Babbitt Henry seconded the motion.
Economic Development Director Bill Bacon asked the committee to authorize the county to submit two New York State Office of Community Renewal (OCR) grant applications on behalf of local businesses. The county was authorized to apply for up to $100,000 for Linden Coffee, LLC for furniture, fixtures and equipment at a new Geneseo location, and up to $100,000 for Cosmic Charlie to support expansion of an existing Geneseo coffee shop. The resolutions designate the Board chairman as Certifying Officer for required federal environmental review; both motions were carried.
Highway Department representative Ashley Scutt presented procurement actions. The committee accepted Alliance Door & Hardware Inc. as the lowest responsible bidder to remove and replace overhead doors and hardware at the Highway Department under a contract not to exceed $97,769.54, and authorized piggybacking on a Genesee County contract with Seneca Pavement Marking, Inc. for waterborne paint pavement markings (centerline $475 per CL mile; edgeline $338 per CL mile; railroad markings $700 each; stop/yield bars $95 each). Both actions carried.
Sheriff Thomas Dougherty presented three contracts for the Sheriff’s Office: C&S Engineers for radio and emergency-power engineering services (not to exceed $44,000 for 1/1/2026–12/31/2027); Genesee Valley BOCES for a summer-school resource deputy (7/13/2026–8/13/2026, $8,725); and Insley McEntee Equipment Company for a jail dock lift replacement ($17,992, 6/1/2026–12/31/2026). The committee approved all three contracts.
The committee authorized Livingston County Dog Control to accept voluntary donations through town dog-license applications under New York State Agriculture and Markets Law Section 109(c) for facility and animal care needs. Michele Rees presented appointments to the Fish and Wildlife Management Board — Ivan Davis, Abajah Gath, Gary Nageldinger, Marc Osypian and Thomas Stein — which were approved.
