Williston approves $1.32 million revenue guarantee to SkyWest to maintain Delta service

The Williston Board of City Commissioners approved a minimum revenue guarantee to SkyWest Airlines (operating as Delta) covering an estimated shortfall of $1,317,952 for July 1–December 31, 2024, to maintain scheduled air service to Williston.
Airport Director Anthony Dudas explained that the city entered a prior minimum revenue guarantee with SkyWest in 2021 to restore service after a suspension in 2020, and that the carrier reconciles revenues and expenses quarterly. Dudas said the proposed shortfall estimate for January–June 2024 was $1,399,062 and the remainder of 2024 is estimated at $1,317,952; a new agreement is needed to maintain service for the second half of 2024.
Dudas said McKenzie County and Williams County had agreed to financially support regional air service initiatives; McKenzie County committed up to $300,000 (with $162,694 provided to date) and Williams County committed up to $600,000 (with $325,388 provided to date). Dudas told commissioners there is no firm timetable for when such guarantees will no longer be necessary and that service levels (number of daily flights) affect costs.
Commissioner Tate Cymbaluk moved and Commissioner Brad Bekkedahl seconded acceptance of the minimum revenue guarantee in the amount of $1,317,952; the motion carried 5–0. The minutes record staff will continue to reconcile revenues and expenses with the carrier per the agreement terms.
