City to sign $1M state grant, accept Health Foundation funds and authorize demolitions to advance 42‑unit affordable housing project

La Porte officials moved forward on a three‑site affordable housing project developed with Advantics Corporation, approving a state Ready 2.0 grant and related local grant agreements and demolition authorization.
Planning director Craig Phillips told the board the project would create roughly 42 affordable units across three sites — including the former Sacred Heart Church and the former Washington School — and estimated total investment near $15–$16 million. "We applied for and received a grant from a Ready 2.0 grant from the Indiana Economic Development Corporation in the amount of $1 million towards that project," Phillips said.
The board authorized the mayor to sign the IEDC grant agreement. Phillips also asked for authority to accept two grants from the Health Foundation of La Porte: $650,000 to fund demolition at the Sacred Heart site and $82,000 to pay consultants (Inner Urban/Sagamore Institute) to help develop job descriptions and grant programs. The board approved those grants (one board member abstained where noted).
City staff further authorized bidding and demolition work for 128 Box Street and 111 Roosevelt Street conditional on property transfers and approved a work order for Loch Miller (not to exceed $30,000) to manage the bid and demo processes.
What’s next: With grant agreements signed and property transfers complete, staff expect demolition to start this summer and will coordinate site prep, utility work and developer closing steps to move construction forward.
