Williston board approves optional Sidewalk Improvement District D24-1

The Williston Special Assessment Board on Sept. 9 approved the annual Sidewalk Improvement District D24-1, a voluntary program that lets homeowners request and pay for sidewalk improvements assessed to their property.
City Engineer David Juma presented the plan, describing the process: the city and homeowner survey requested improvements, the city develops an estimate and obtains the homeowner’s approval, and the final cost is assessed to the property once work is completed. Juma told the board this year’s participation was slower than in previous years and recommended the board adopt the plan.
Board member Mark Barstad moved to approve the D24-1 plan; Jory Meyer seconded the motion. The board approved the plan by unanimous voice vote.
The program is optional and requires property-owner sign-off before any assessment is levied. Lists of the properties included in the proposed assessment district were published once each week for two consecutive weeks prior to the hearing, as required by the board’s public-notice procedure. No objections were recorded at the hearing and no changes to the plan were announced. The board proceeded to other assessment items following the vote.
