Williston to administer Gate City Bank $2 million Neighborhood Revitalization Program

The Williston Board of City Commissioners voted 4–0 on March 10, 2026, to approve Resolution 26-007 authorizing the city to administer the Neighborhood Revitalization Program (NRP), a Gate City Bank–sponsored initiative that provides affordable financing for home improvements.
Director of Development Services Mark Schneider said Gate City Bank is allocating $2,000,000 to help Williston homeowners invest in property repairs and upgrades. The program allows loans from $10,000 to $100,000 with 10- or 15-year repayment terms and rates as low as 4.50% APR. Eligible applicants must be owner-occupants within Williston’s municipal boundaries, on residentially zoned properties assessed at $325,000 or less; certain property types (for example, mobile homes and triplexes) are not eligible.
Schneider said qualified projects include foundation repairs, roofing and siding, major interior renovations, HVAC/electrical/plumbing upgrades, radon mitigation, and water/sewer line repairs. The application window opens March 16, 2026 and closes October 31, 2026. The City will accept and forward applications to Gate City Bank for review and approval; approved applicants must obtain building permits as required.
Commissioner questions focused on whether painting and tree removal are eligible; Schneider said weatherization programs and other income-based assistance remain options and the city can direct homeowners to the appropriate program. The commission approved Resolution 26-007 and authorized city administration to proceed with program administration.
