Williston commission approves first reading to allow seasonal greenhouses starting April 1

The Williston Board of City Commissioners approved the first reading of Ordinance 1175 on March 10, 2026, to amend Section 25.O.3.v of the zoning code and allow temporary or seasonal greenhouses to be erected from April 1 through August 31 of each year. Lisa Weidner, the city’s staff planner, said the change will allow retailers an additional month of seasonal greenhouse sales and operation; the current ordinance restricts placement until May 1.
Weidner summarized the ordinance and the intended effect on retailers; President Klug opened a public hearing, asked three times for comment and closed the hearing after receiving none. Commissioner Bervig moved to approve the first reading; the motion, seconded by Commissioner Bekkedahl, passed on a 4–0 roll call (Bekkedahl, Bervig, Gjovig and Klug).
The ordinance modifies the temporary-uses section to extend the start date for seasonal greenhouses, a procedural change aimed at giving local retailers greater sales opportunity in spring. Because the action was a first reading, the ordinance requires a subsequent reading and formal adoption before becoming law.
The board took no additional public testimony on the item. The matter will return for further consideration and the second reading per the municipal ordinance process.
