Williston awards TAP sidewalk bid, recommends Flex PACE and community grants

At its Feb. 24 meeting the Williston Board of City Commissioners accepted a low bid for a federally funded TAP sidewalk project and recommended several business incentives and community grants to the full commission.
City Engineer David Juma said the NDDOT opened bids for the 2026 TAP Grant project on Feb. 6; Winn Construction was the low bidder at $221,116.85. Juma said the engineer’s estimate was $318,596.62 and that the project is expected to be paid 80.93% by the state and 19.07% by the city, with the City’s share estimated at $42,166.98. The project will install sidewalk along the east side of 14th Ave. W. from 42nd St. W. to 50th St. W. The commission voted to accept the Winn Construction bid and directed the City Engineer to execute construction contracts (5‑0).
Assistant Economic Development Director Richard Thompson presented two Flex PACE applications: Cien Painting (buydown request not to exceed $37,500) and Ink Images (buydown request not to exceed $42,500). Commissioners recommended approval of both applications to the City Commission (5‑0).
Thompson also presented community grant requests: $20,000 for CHI St. Alexius Health Williston Foundation for emergency room expansion and renovation; $5,000 for New Hope Church for a community concert (with a $5,000 CVB match); $20,000 for the Spring Lake Nature Center for portable exhibits and festival programming; and $50,000 for the Williston Basin Airshow (with a $50,000 CVB match). The board recommended the grants to the City Commission (motions passed 5‑0).
Separately, the commission approved recommending Gayle Wiedrich for reappointment to the Williston Parking Authority Board for a five‑year term beginning in March 2026.
