Williston approves property sale, WRRF and pump upgrades, and local grants

The Williston City Commission on March 24 approved multiple infrastructure and economic development items aimed at maintaining municipal systems and supporting local businesses and services.
City Attorney Taylor Olson presented a purchase agreement with Jaxon-Jaeger Rental, LLC for Lot 19, Block 1 of the Monroe Subdivision (Resolution 26-009). Olson asked the Commission to authorize the City Attorney's Office and City Administrator to review and execute non-material lease-related amendments provided they do not materially change the city's obligations or the essential business terms approved by the Commission; the agreement and delegation were approved 4-0.
Public Works Director Kenny Bergstrom and the Engineering Department presented AE2S Task Order #11 for the Williston Water Resource Recovery Facility (WRRF) Motor Control Center improvements (not-to-exceed $76,805) and Task Order #12 for 26th Street Pump Station generator upgrades (not-to-exceed $25,000); both were approved. City Engineer David Juma outlined additional potential 2026 capital work: extending the chip-seal and striping project, finishing a 1,165-foot sanitary sewer gap between 42nd Street W and 16th Avenue W, and finishing surface work on 42nd Street W with a 6-inch asphalt section where needed. The Commission directed the engineer to negotiate change orders to incorporate the additional work and to continue work on a reuse water line in coordination with the Parks and Recreation District.
On economic development, the Commission approved Flex PACE applications to assist business purchases for Derma Rescue (buydown up to $30,000) and Dark Side Tattoo (buydown up to $37,500). Two community grant awards were approved: $32,000 to Northwest Public Transit (Williston Council for the Aging) for unit upgrades and replacement, and $30,000 to the Western Star Literacy Center to support tutoring. President Klug said the transit grant will help continue free busing services for veterans, seniors and others who depend on the service.
All motions were recorded as unanimous. The purchase agreement and procurement task orders include delegated implementation steps and standard closing conditions.
