Williston approves Sun Country revenue guarantee, Verizon terminal coverage and snow-equipment services

The Williston City Commission on March 24 approved a package of airport measures including a Minimum Revenue Guarantee (MRG) for Sun Country Airlines, an in-building radio distribution agreement with Verizon Wireless, and professional services task orders to procure snow-removal equipment and design pavement maintenance.
Airport Director Ryan O'Rear said Sun Country proposed a fall 2026 seasonal schedule between Williston Basin International Airport (XWA) and Las Vegas running Sept. 10 through Dec. 13, returning to a Sunday/Thursday pattern. O'Rear said the proposed MRG not to exceed $598,181 is based on projected fares, load factors and a 3% block-hour inflation adjustment; it is a not-to-exceed obligation and the City's obligation would be reduced if the service outperforms projections. "This service continues to enhance travel options, supports regional connectivity, and contributes to overall quality of life in our region," O'Rear said. Commissioners approved the agreement, vote 4-0.
The board also approved an in-building radio distribution agreement allowing Verizon to install and maintain cellular coverage inside the airport terminal at Verizon's expense; the carrier will reimburse the city $1,322.15 per year for electrical usage and is responsible for any removal damages. Finally, the Commission approved Short Elliott Hendrickson (SEH) task orders to provide procurement services for a replacement snowplow/material spreader (FAA grant-funded; city local share ~2.5%) and to design pavement maintenance for general aviation taxi lanes and the commercial apron. SEH task orders were approved by motion and the procurement plan notes FAA and Buy-American requirements will apply.
All airport-related motions passed unanimously. The MRG and FAA grant participation figures were presented to the Commission as not-to-exceed obligations; details about final local costs will depend on grant awards and bid results.
