Williston awards $9.5 million Williston Square contract and approves several street, sidewalk and striping projects

The Williston Board of City Commissioners on Feb. 10 accepted a low bid of $9,498,616.16 from Strata/Knife River for the 2026 Williston Square Improvements Project and approved several other street and pavement‑maintenance contracts.

City Engineer David Juma said eight prime bidders responded and that the Strata/Knife River submission was “significantly lower than our engineer’s estimate.” The commission voted unanimously to accept the low bid and directed the City Engineer to execute the necessary construction contracts and to apply for State Water Commission grant funding.

Other awards approved by unanimous votes included Crow River Construction for the West Broadway Improvements Project at $2,014,857.75 (base bid and alternate), Jaramillo Concrete for the D26‑01 Sidewalk District at $161,012.50, Asphalt Surface Technologies (Astech) for the 2026 Seal Coat Project at $254,712.29, and Traffic Safety Services for the 2026 Striping Project at $44,446.00.

Officials noted where bids came in relative to estimates and budgets: the Williston Square low bid was well below the engineer’s estimate; the West Broadway low bid was roughly $100,000 above estimate but within the project budget; the seal‑coat low bid was substantially below the engineer’s estimate and under the budgeted amount.

The commission recorded roll‑call votes of AYE: Bervig, Gjovig, Bekkedahl, Siemieniewski and Klug on the listed motions. The City Engineer is authorized to finalize contracts and pursue available grant funding for the projects.
