The Williston Board on May 12 approved the sale of a surplus 1989 American General HMMWV brush truck, accepting the high bid of $16,000 from Kyle Ostrand.
Fire Chief Corey Johnson said four bids were received and explained a provision added to the solicitation that winning bidders who are not emergency agencies must pay for removal of emergency equipment. Ostrand’s bid indicated the vehicle would be transferred to Custer County, Nebraska, to support rural fire departments experiencing high wildfire activity. Chief Johnson asked the board to waive the removal requirement for lights and siren because of the vehicle’s intended emergency use; the board agreed but required removal of the SIRN radio as it would not be compatible with operations in Nebraska.
The motion to sell to Ostrand for $16,000, allow emergency lighting and siren to remain, and remove the SIRN radio passed unanimously, 5–0.
The sale is a surplus‑asset disposition; meeting minutes did not specify a transfer timeline or any warranty.
