Lisa Weidner, staff planner, told the board the amendment would permit mono‑pitch and multi‑pitch roofs with a minimum 3:12 pitch and would allow manufactured units at the time of placement if they “meet HUD Code U‑Value Requirements Standard of 1994 or newer.” She said the change replaces the existing restriction that limited placement to manufactured homes no older than 15 years.
President Klug opened and closed the public hearing after asking three times if anyone wished to comment; no public speakers came forward. Commissioners moved to approve the ordinance on a 5–0 vote.
City staff said the change aligns manufactured units’ energy‑performance requirements with the HUD standard rather than imposing a strict age cutoff, and officials described the amendment as providing “a little more flexibility” for placement while bringing units up to standards similar to site‑built single‑family homes.
The ordinance was adopted on first reading and carries an affirmative 5–0 vote. The board did not identify any related implementation tasks or deadlines at the meeting.
