Williston commission rezones Roseland lot for commercial use, approves U-Haul short plat and amends housing definition

The Williston Board of City Commissioners on May 26 approved multiple land-use and development items including a zoning map amendment, a short plat for U-Haul expansion, an ordinance amendment to dwelling definitions, and the initial set of resolutions to create a downtown Parking Authority improvement district.
Staff Planner Lisa Weidner presented a zone-change application for Lot 5, Block 1, Roseland Subdivision 3rd Addition to rezone the parcel from (A) Agriculture to (C-2) General Commercial. Weidner said the property has been used for industrial purposes since annexation and rezoning is intended to align the parcel with the 42nd Street corridor and prospective sale. President Klug opened the public hearing and, after three calls for comment with none offered, the commission approved the zone change 5-0.
Weidner also described a short plat for an unplatted lot at 5101 2nd Avenue West that will be rearranged to create an approximately 1.88-acre lot to abut an existing U-Haul parcel for future expansion. The property is in the M-1 Light Industrial zoning district and has existing city water and sanitary access; City Engineer requirements include a 20-foot public utility easement along the northern boundary to reroute stormwater. Commissioner Bekkedahl clarified access would be to the frontage road only. The short plat was approved 5-0.
On second reading the commission approved Ordinance 1179, amending Ordinance 613, Section 31, to expand acceptable roof types for single-family dwellings to include mono-pitch and multi-pitch roofs with a minimum 3:12 roof pitch and to require manufactured units placed at time of placement to meet HUD U-value requirements (1994 standard; HUD 58 FR 58204 amendment). The ordinance passed on a unanimous vote.
City Engineer David Juma requested adoption of resolutions 26-010 through 26-017 to create Parking Authority Improvement District 26-02, which covers downtown parking lots; he noted a clerical error that will delay the resolution of protest (26-018) to a future meeting. The commission adopted resolutions 26-010–26-017 by unanimous vote.
The approvals are procedural steps that reclassify land use, enable U-Haul property consolidation and expansion, adjust local definitions for housing construction and placement, and begin creation of a downtown improvement district. Future steps noted by staff include final recording of plats, any required utility easements, and the forthcoming resolution of protest related to the parking district.
