Commission approves land swaps, right-of-way vacations and awards sewer truck contract

The Williston Board of City Commissioners approved multiple land-use and public-works items on Dec. 9.
Staff Planner Lisa Weidner described a zone change for a portion of Lot 2, Block 1 in the Aafedt Addition from C-2 General Commercial to R-1 Single-Family Residential tied to a short plat and a land exchange between the Williston Parks & Recreation Department and Williston Basin School District #007. The plan will merge the subdivided playground tract with Wilkinson Elementary School and split Crest Street’s 60-foot right-of-way; a 60-foot access and utility easement will be recorded. After a public hearing with no speakers, the commission approved the zone change and vacation by a 4-0 vote with President Klug recorded as abstaining.
Weidner also described a petition to vacate a 50-foot access and utility easement (Lot 1R, Bennett Industrial Park Third Addition) related to a Corner Post II Truck Stop & Convenience Store reconfiguration. Adjacent property owner Brady Lund required a Private Road & Public Travel Agreement to prevent future driveway connections without prior approval; City Attorney Jordon Evert prepared the agreement. The Commission vacated that easement by a unanimous vote.
In public works, Public Works Director Kenny Bergstrom reported three bids for a Jet Truck sewer combo and recommended Flexible Pipe Tools & Equipment (Cold Spring, MN) at $539,500 after noting spec deviations in another bid. The commission awarded the contract 5-0.
The items passed by roll-call votes as recorded in the meeting minutes; no public speakers addressed these agenda items during the hearing.
