Williston commission approves first reading to create event-center liquor license

The Williston City Commission voted 4-0 Oct. 22 to approve the first reading of Ordinance No. 1156, creating a new Event Center License category in the city’s municipal liquor code. City Attorney Taylor Olson presented the draft, saying the Liquor and Licensing Committee reviewed ordinances from other cities to craft the proposal.
During a public hearing, resident Mason White asked whether a 60% threshold for proceeds was “a high enough number,” and Finance Director Hercules Cummings said the committee used Fargo’s ordinance as a model and intended the 60% threshold to limit eligibility; because this was the first reading the commission left open the option to change the percentage before final adoption. Vice President Tate Cymbaluk closed the hearing and the commission approved the ordinance for first reading on a voice vote; Commissioners Brad Bekkedahl, James Bervig, Cymbaluk and Howard Klug voted in favor.
The first-reading approval moves the ordinance forward for additional review and possible amendment before a final vote. The commission did not adopt a final percentage change during the Oct. 22 meeting and no enforcement or licensing actions result from a first reading alone.
The commission’s next steps will include any committee or staff revisions and scheduling the ordinance for a subsequent reading or final adoption vote.
