Ammon staff outline spring fee changes; planner says Target Park rezone moving forward, no promise of tennis courts

City Administrator Micah Austin walked the Ammon City Council through a proposed Spring Fee Resolution on March 12 that would update fees across multiple departments, including Building, Engineering, Public Works, Finance, and Animal & Code Enforcement.
"[The resolution] explains each department that had changes and the reason behind the changes," Austin said, summarizing staff recommendations for the fee adjustments. The minutes list the affected departments but do not detail each individual fee change; staff presented the resolution text for council review.
During miscellaneous business, City Planner Cindy Donovan said she reviewed the tie‑breaker and other documents and found no contractual language or developer promise requiring tennis courts at the site in question. "There was no evidence that either the City or the Developer ever promised tennis courts," Donovan said.
Donovan also described next steps for Target Park: notices will be published and the rezone will appear on the Planning & Zoning agenda on April 1. She said the rezone process could take until about May 1. City Attorney Scott Hall said an appraisal is a good idea though not required; City Administrator Micah Austin said the city intends to declare the property surplus and offer it at public auction, with the council able to set a minimum bid. Councilmember Jeff Fullmer asked whether staff could obtain a comparative market analysis from a realtor; no firm decision on appraisal or CMA was recorded in the minutes.
Next steps: the rezone will be published and go before P&Z on April 1; staff will continue processing the Spring Fee Resolution for future council consideration.
