Williston approves SEH design contract for revenue hangar at XWA, backs ad hoc services

The Williston Board of City Commissioners voted unanimously on Jan. 13 to award Short Elliott Hendrickson Inc. (SEH) a $341,000 contract to design a 120-by-120-foot revenue-generating box hangar at Williston Basin International Airport (XWA). The board also approved an hourly, not-to-exceed $35,000 task order for SEH to provide ad hoc consulting services, including Capital Improvement Program (CIP) development and hangar site planning.
Interim Airport Director Ryan O’Rear told the commission the airport intends to use FAA Airport Infrastructure Grant funding and that the total project is estimated at about $4.4 million, with federal matching funds expected at 95 percent for the fiscal window cited. O’Rear described a gap between a TKDA independent fee estimate (IFE) and SEH’s initial proposal: TKDA’s first IFE was $234,595.87; TKDA updated its IFE to $325,392.94 after including subconsultant costs, and SEH reduced its proposal from $349,200 to $341,000 during negotiations.
O’Rear said the city will move forward with design “at risk” to avoid losing expiring AIG funds and to capture the increased federal match; construction funding would be pursued later through grants. Commissioners voted 5–0 to award the contract and to approve the ad hoc task order.
The SEH task order is structured as hourly, not-to-exceed work and will be billed only if the city issues written notices to proceed for particular tasks.
