The Philadelphia City Council Committee on Streets and Services on Monday voted to report a broad set of street- and sidewalk-related ordinances to the full council, approving amendments and asking the Law Department for follow-up on enforcement data.
Chairperson Young presided as the committee heard testimony from city departments and outside stakeholders on measures ranging from authorizing sidewalk cafes in new locations to approving encroachments and adjusting parking regulations. After testimony, the committee adopted amendments to several bills and voted by voice to report them favorably and to suspend council rules to permit first reading at the next session.
Why it matters: The package affects how restaurants use public sidewalks for outdoor dining, where encroachments such as planters and bollards may be installed, and how the city enforces certain traffic and public-right-of-way rules. Sponsors and administration witnesses framed many items as community-driven and tied to existing city policies such as the Complete Streets standard.
Key developments: Noel Maronei, director of legislative affairs for the Department of Streets, testified in support of multiple items including bills to expand sidewalk cafes on Gerard Avenue and in other neighborhoods, subject to ADA and permitting rules. Sarah Chu of the City Planning Commission told the committee that several encroachment bills met planning standards and were recommended for approval at recent commission meetings. The Philadelphia Parking Authority told the committee it had no objection to several parking-regulation ordinances.
Public comment and stakeholder support came from Brewerytown business advocates, who urged committee members to advance sidewalk-cafe changes quickly to help restaurants capture event-driven business and reduce permitting delays. Meredith Ellison, community business manager at Parks Abroad, said eight Brewerytown restaurants already had site plans ready pending pre-approval.
What the committee did: The committee adopted amendments to bills 2603000 (sidewalk cafes), 260383 (encroachments at 2955 Market Street) and 260533 (temporary reduced penalties for sidewalk-cafe applicants awaiting Streets review), then voted to report a long list of bills — including 260164 (Ridge Avenue bike-lane adjustments), 2603000 as amended, 260378, 260380, 260383 as amended, 260384, 260390, 260425, 260461, 260506, 260522, 260524, 260532, 260533 as amended, and 260535 — to full council with a favorable recommendation and to suspend rules for first reading.
Next steps: The measures will be placed on the next council agenda for first reading and further action. The committee asked for additional information from the Law Department on collections and prosecution data tied to the city’s illegal-dumping enforcement language (bill 260380).
