Stewart said the contract is not subject to price escalation due to oil‑price changes — the bid is a fixed, not‑to‑exceed price — and that projects will be completed by Sept. 1. Councilmember Fullmer asked whether the price could rise with oil costs; Stewart replied the price is locked.
City Administrator Micah Austin noted this is the city’s first project using street levy funds. Councilmember Boyle moved and Councilmember Oswald seconded the motion to approve the HK bid and authorize the Mayor to sign; the motion passed unanimously on a roll‑call vote.
Next steps: staff will finalize the contract and coordinate project scheduling with the contractor for completion by Sept. 1.
