Ammon Council denies Curlew Bend development agreement amendment

The Ammon City Council voted unanimously Feb. 5 to deny a developer-proposed amendment to the Curlew Bend development agreement.
City Planner Cindy Donovan summarized the requested changes and said the developer had already paid the park contribution; the proposed amendment would have required the developer to pay a law-enforcement contribution. Council members expressed concern that repeatedly extending allowances for additional residential units without requiring the planned commercial shell could prevent the commercial component from ever being built.
Mayor Brian Powell said he was frustrated that no developer representative attended the meeting to explain the amendment request. Council President Scott Wessel said if the council continues to extend residential build allowances without enforcing commercial build-out, the intended mixed-use outcome may never materialize.
Councilmember Wessel moved to deny the amendment; Councilmember Sid Hamberlin seconded. The motion passed on a unanimous roll-call vote.
