Ammon staff urged to execute $165,055 wastewater study contract with Keller Associates

Water & Wastewater Division Director Nathan Riblett told the Ammon City Council on Jan. 15 that a Keller Associates contract for a Wastewater Facility Plan Study, awarded in 2021, was never executed and should be signed so the study can proceed.
Riblett said the study typically takes about 12 months and is necessary to inform a utilities fee study the city hopes to complete by 2027. He identified the contract amount as $165,055 and said Keller Associates would bill monthly. Tyrel Clark of Keller Associates told the council the firm is willing to execute the contract and proceed.
City Attorney Scott Hall said the contract itself has already been approved; the remaining question is whether the city has budget authority for the work. City Administrator Micah Austin said that, if council directs staff to proceed, Riblett would reallocate funds within his utilities budget to cover the study; otherwise the city would need to delay the study until the next budget year or reissue an RFP.
Next steps: the council did not record a final vote on funding at the Jan. 15 meeting; staff have the option to pull funds from the utilities budget to execute the contract or to return with a budget request.
