Ammon council directs mayor to sign $165,055 wastewater study contract

On Jan. 22, 2026, the Ammon City Council voted to direct Mayor Brian Powell to sign a professional services contract with Keller & Associates for a Wastewater Facility Plan Study in the amount of $165,055.
Water & Wastewater Division Director Nathan Riblett told the council he does not have the funds in this fiscal year’s budget and cannot reassign money from other accounts; he said Keller agreed to delay the study’s start until Oct. 1, 2026 and will honor current pricing so the city avoids an expected increase. Council members said the study is important to inform a planned fee study.
The motion to authorize the mayor to sign the contract was moved by Council Member Jeff Fullmer and seconded by Council President Scott Wessel. The roll-call vote recorded Wheeler, Oswald, Wessel, Boyle and Fullmer as yes; Council Member Sid Hamberlin was absent. The motion passed.
Council asked Riblett to consult with Jennifer Bellfield about options for opening the budget to begin the project earlier if possible. The contract amount and the delayed start date were both specified in the council action; no other funding source was approved at the meeting.
Next steps: the mayor is authorized to sign the contract and staff will continue budget discussions and coordinate scheduling with Keller & Associates.
