Johnny Arbuckle addressed the council about the Riviera Park Master Plan amendment and described it as a cleanup of the plan’s designations. "In this amendment there was a little cleanup done. We fixed the designation to show the grocery location. We expanded the commercial area, to possibly include a future hotel. Vehicle Service is now part of the multi-use zone. We are not designating specifically what businesses they are. We are just showing potential uses. This way we are not bringing back amendments to the Council every time we negotiate with a new tenant," Arbuckle said.
Mayor Brian Powell asked what is unique about this development compared with others in the area; Arbuckle replied that the multi-use design allows walkability to food, retail, medical and other necessary businesses and that it is "a smart development with high density housing." On a motion by Council Member Jeff Fullmer, seconded by Council Member Sid Hamberlin, the council approved the Riviera Park Master Plan Amendment by roll-call vote (Wheeler yes; Oswald yes; Wessel absent; Boyle yes; Fullmer yes; Hamberlin yes).
The amendment changes the plan’s land-use designations to show a grocery location, expands the commercial footprint and relocates vehicle service into the multi-use zone to allow flexibility for future tenants without returning the plan to council for each tenant negotiation. The transcript does not include a detailed zoning ordinance text or specified conditions attached to the approval.
