He outlined recent changes in representation on the executive board (including reappointment of David Vanali as the fire‑district representative and selection of Chief Cord Wood to represent the city of McMinnville) and noted an active work group is updating the RS 190 intergovernmental agreement to reflect shifts in membership and responsibilities.
Elliot said YCOM remains a user of the county‑owned radio system and that the advisory committee issued an RFI last fall that produced about a dozen industry responses; staff have scored and evaluated those responses and will study technical feasibility and phased upgrade options. He also said the county has pursued a SIP application with federal representatives and will preserve flexibility to apply any federal outcomes to the advisory committee’s preferred path.
On dues, Elliot described an existing practice in which police pay 80% and fire 20% of YCOM dues and said discussions are underway about whether the split remains appropriate; he said cities and districts want clearer, more predictable notices around dues so they can budget effectively. Elliot also reported ARPA‑funded infrastructure work on radios, repeaters and tower shelters is largely complete and that regular maintenance work and vendor service agreements remain in place.
The board asked about scheduling and notice timelines for potential dues changes and technical upgrades; Elliot said the 190 update and the technical plan are being worked in parallel and that major upgrades will likely be phased to preserve operations.
Next steps: The YCOM executive board will meet next week to consider the budget recommendation; the county will continue work on the 190 agreement and the advisory committee will refine technical options based on the RFI responses.
