Elizabethtown Borough Council approves bids, pay applications and personnel agreements in unanimous votes

Council approved pay applications including Pay Application #10 to SECCO for $17,289.80 for the Train Station Parking Management System Project (moved by Jay Hynicker, second by J. Marc Hershey) and Pay Application #1 to Wicho & Sons LLC for $18,368.10 for the 2026 Street Tree Concrete and Paver Repair Project (moved by J. Marc Hershey, second by Jeff McCloud). The council also approved the list of monthly bills as presented: General Fund $358,822.08; Sewer Fund $195,343.29; Debt Service Fund $25,985.76; Capital Reserve Fund $44,801.61; Sewer Capital Projects Fund $618.00; Liquid Fuels Fund $656.00; Subdivision Escrow Fund $1,468.50; Parks Fund $17,622.89 (motion by Jay Hynicker, second by Jeff McCloud).
Council approved Resolution 2026‑13 renewing the agreement establishing the UCC Joint Appeals Board (motion by Jay Hynicker, second by J. Marc Hershey). It authorized execution of two agreements related to Elizabethtown Police Department personnel matters (motion by J. Marc Hershey, second by Jay Hynicker), and approved a request to suspend refuse and sewer billing for 156 W High Street until the property is re‑occupied or sold (motion by J. Marc Hershey, second by Matthew Rodriguez).
All recorded motions at the meeting passed unanimously. The council did not record opposing votes, abstentions, or absences in the minutes; six councilmembers were listed as present. The meeting opened at 7:00 PM and adjourned at 8:13 PM.
Mayor Phil Clark used his remarks to thank the public and to note he looks forward to the flashing pedestrian signs being installed downtown. The council set no additional deadlines for implementation at the meeting; several items (including the pedestrian signals and the college field plan) will proceed through normal contracting and plan‑review steps.
