Elizabethtown Council adopts tobacco ban and parking restrictions, approves project payments and special events

Elizabethtown Borough Council voted unanimously on multiple items at its April 2, 2026 meeting.
By motion of Councilmember Andrew Schoenberger, seconded by Councilmember Matthew Rodriguez, council adopted Ordinance 1030, prohibiting tobacco use in borough buildings and the downtown center square. The minutes record a unanimous vote in favor.
Council also adopted Ordinance 1031, a parking restriction affecting E High Street, on a motion by Councilmember Schoenberger and seconded by Councilmember J. Marc Hershey; the ordinance carries an effective date of May 11, 2026 and was approved unanimously.
In infrastructure business, Council approved Payment Request No. 3 for the Elizabethtown Borough Radio Road Interceptor Improvements Project — Phase 2 (motion by Jay Hynicker; second by J. Marc Hershey) and Payment Request No. 5 for the Conoy Creek Floodplain Restoration at Hickory Lane Park Project (motion by J. Marc Hershey; second by Jay Hynicker). Both payment requests were approved by unanimous vote.
Borough Manager Ann Roda also reported that a Sewer Maintenance and Emergency Contract will be put out for bid; the contract is intended for emergency sewer repairs and projects that borough staff cannot address and will return to council for possible action after the bid process. The minutes note that bid materials were reviewed by the borough sewer engineer and solicitor.
Council approved community events including the Great Turkey Chase (Nov. 26, 2026), Threads & Treads Fair Fundraiser (July 18, 2026), the 6th Annual Strawberry Social, and granted a fee waiver request from LIV Etown for pavilion and court rental fees for the Strawberry Social (motion by Andrew Schoenberger; second by J. Marc Hershey). The votes on these items were unanimous.
