The administrator said the proposed budget closes an identified $105,700,000 gap through a mix of one-time and ongoing strategies and emphasized reliance on state and federal funding for many services.
Key figures offered by the administrator included a General Fund of approximately $4.3 billion (an increase of $285 million, a roughly 7% rise) and program investments such as roughly $400 million in mental-health CBO contracts, more than $120 million directed at housing and homelessness services, and large allocations for indigent care and social services programs. The presentation noted continued structural imbalance between ongoing revenues and expenditures and cited risks from potential federal and state budget changes.
Supervisors asked clarifying questions on timing and contingency planning if state or federal funding were reduced. The county administrator said staff would monitor impacts and could return before adoption if immediate federal actions produced material hits; otherwise the board would receive updates through regular sessions and quarterly reports.
Supervisor Tam moved to accept the proposed budget for review pending public hearing and to schedule the hearings starting Monday, June 23 at 1:30 p.m.; the board recorded a unanimous roll-call vote in favor.
The public hearings are scheduled to begin Monday, June 23 at 1:30 p.m., with deliberations set for Tuesday at 1:30 p.m. and a target for final adoption Thursday at 11 a.m., according to staff. The board will consider possible adjustments if the state or federal budgets change prior to final adoption.
