Shepherdsville council reviews $31.5M budget, introduces fee, zoning and personnel ordinances for second reading

The Shepherdsville City Council reviewed the proposed fiscal year 2026-27 budget and several related ordinances at its June 8 meeting, setting second readings for multiple measures and approving an appointment.
The clerk read ordinance 026019, the general fund budget for July 1, 2026 through June 30, 2027, which lists total general fund resources available for appropriations at $31,496,000 and itemizes estimated revenues (occupational tax $19,146,000; property tax $4,711,939.92; insurance tax $1,600,000; other lines). Capital and department appropriations in the text include a $2.7 million amphitheater and public-works capital outlays. The clerk read that the ordinance was introduced with a first reading on June 8 and scheduled for second reading and a vote on June 22.
The sewer fund ordinance (026020) was also read; it lists resources and revenues and includes a line-item for a WWTP expansion of $15,000,000 plus other capital items and total sewer appropriations. The sewer ordinance text lists several revenue lines (including a $1,080,000 Jim Beam payment and sewer revenue from Louisville Water) and states the ordinance was introduced and given first reading on June 8 and scheduled for second reading on June 22.
On fees, the clerk read ordinance 026015 establishing fire hydrant regulatory fees and a fee schedule for site-plan review, hydrant layout approval and flow-data requests (examples: residential single-family site plan approval $250; fire hydrant layout approval $150; commercial single building site plan approval $350). The council discussed that the fees are aligned with neighboring jurisdictions and that revenue will be used primarily for fire-prevention purchases and training.
On zoning, property owner Deborah Sissel addressed the council about ordinance 026014, a request to rezone roughly 0.36 acres on Raymond Road from B-2 (Central Business) to R-3 (Residential). "We're planning to build a home ... it's 5.7 something acres but just a small portion is out by the road," Sissel told the council, explaining the rezoning is needed to avoid a landlocked parcel. The clerk told Sissel she did not need to attend the second reading unless she wished to; the council scheduled the second reading for June 22.
The council also appointed Duane Price to represent the city on the Willow County Board of Adjustments; the motion to approve the appointment was seconded and the body voted in favor.
Council members discussed next steps for a number of capital projects and carryover funds. The presiding official noted the aquatic park project is not finished within the fiscal year and that carryover plus roughly $100,000 in an identified allocation will be added back into the budget; "that'll be the amendment to the new budget," the presiding official said.
Next steps: multiple ordinances (zoning, fees, personnel and budget items) were set for second reading and a vote at the council's June 22 meeting; staff will return with any amendments and more detailed line-item breakdowns where needed.
