Commission accepts six internal investigations and seven policy updates; one harassment complaint sustained and disciplined

The Middletown Police Commission voted to accept six internal investigations and seven policy updates after the police chief read summaries of each matter. Commissioner Rodriguez moved to accept the reports and Commissioner Keni seconded; the motion passed by voice vote.

The chief outlined the investigations: an ongoing personnel complaint (MPD 006 of 25) with no new evidence; a February 17, 2026 investigation of a weapon found at the station that prompted a policy change and purchase of a metal detector; a March 1, 2026 harassment complaint found to be sustained that resulted in discipline of the officer involved; two March 3–4 harassment complaints found not sustained (one resulted in reassignment); and a lost department property incident addressed with verbal counseling.

The commission also accepted seven policy updates listed by the chief as: Policy 315 (discriminatory harassment), Policy 318 (victim and witness assistance), Policy 427 (medical cannabis), Policy 503 (impaired driving), Policy 601 (sexual assault investigation), Policy 1032 (wellness program), and Policy 504 (SATA procedure). The chief noted the department is one of the few in the county to have the roadside SATA device and that training will be required before deployment.

The chief said the department had purchased a metal detector with internal funds to address an identified security gap at the station; that policy change will be issued alongside the equipment installation. The public portion of the meeting concluded when the commission moved into executive session to discuss personnel matters.
