Upper Dublin staff to forward Clear Peace Church shed request with waiver recommendation

The Upper Dublin Planning Commission on April 21 recommended that the township commissioners consider the Clear Peace Church’s application to install an accessory shed at 820 North Hills Avenue and advised a waiver or fee‑in‑lieu could address road‑width shortfalls.

Staff member (transcript label S2) told the commission the application (UD‑26‑03) was submitted after the packet cutoff and that staff had drafted a recommended motion to allow the application to proceed with a partial waiver from road‑widening requirements. Applicant representative Carlos Hernandez said the shed will not have electrical service.

Commission discussion focused on whether to require the applicant to widen the adjacent streets to the 15‑foot curb standard or to accept a fee in lieu of widening. Staff noted that the adjacent curbs already exist and that in some North Hills locations fee‑in‑lieu has been accepted instead of immediate physical widening. The commission asked the applicant to submit final renderings and a grading/stormwater note for staff review.

The commission instructed staff to include stormwater measures on the grading or erosion control plan and to make clear on any approval that submitted renderings will be binding for construction unless changed through a subsequent review. The applicant was told that, if renderings could not be submitted in time for the May agenda, the item could be scheduled for June.

The commission did not take a final vote on a waiver at the meeting; it recommended forwarding the application to the Board of Commissioners with staff’s motion and to continue technical review by staff and consultants.
