The Town of Greenburgh Planning Board opened a public hearing on May 20 for PB2603, an application by Matanza Cuban Cafe at 17 East Hartsdale Avenue to convert adjacent vacant space and expand seating from five stools to 28 seats and to request a shared‑parking reduction.
Owner Ella Hernandez described the proposal: “We would like to extend seating from 5 that we have now into a total of 28 seats next door,” she told the board, and contractor Ricardo Zamudio explained the layout would use seven tables and create an accessible restroom from an existing bathroom. Zamudio said on‑street parking near Hartsdale Public Park provides 52 spaces and an adjacent municipal lot provides 95 off‑street spaces that could serve patrons.
Building department staff (Lisa Zamudio for the record) recommended approval of the requested shared‑parking reduction, saying municipal and on‑street capacity should support the expanded seating.
Board members asked operational questions and confirmed the proposal is seating only — there will be no bar — and that service will remain primarily counter service with some table seating. After questions, the board closed the public hearing and kept the written record open through May 27; staff will prepare a decision for the board’s June 3 meeting.
The board took no final vote on the special use permit at this meeting; the matter will return with any written comments received during the comment period.
