McCandless council adopts 2026 strategic plan after public questions about process

The Town of McCandless council voted to adopt the town’s 2026 strategic plan after a public hearing and a period of council discussion. The council motion to approve the plan was moved, seconded and carried by voice vote.
The adoption followed public comments from a resident who said portions of the strategic-plan process — including meeting locations and available minutes — may not have complied with the town code and the Pennsylvania Sunshine Act. The resident urged the council to revisit the plan’s process and ensure public access to deliberations.
Solicitor (council legal advisor) answered public concerns during the discussion and told the council that using the phrasing “effective in accordance with law” and holding the required public meetings remedied any technical concerns. “When you state that an ordinance or action is effective in accordance with law, it contemplates the locally required notice and statutory timing,” the solicitor said in response to the public comment, adding that the administration and legal staff would confer on any effective-date questions.
Council members asked for clarification about public notice, and one member recalled a prior advertised notice (in the Post-Gazette) that listed a conference-room location with public seating. After the solicitor’s guidance, the council proceeded to the motion and approved the strategic plan.
Next steps: the plan was approved for adoption at the meeting and will be implemented by town departments; the council did not direct additional amendments at the meeting.
