Council favors parking and circulation study in Tri-County FY'27 transportation grant application

Community Development Director John Oliphant asked the council to consider submitting a project to the Tri-County Regional Planning Commission’s FY2027 special transportation studies program, which has approximately $130,000 available this year. Oliphant noted funds from the Tri-County program must be used for planning (not engineering or construction) and that staff recommended committing a 20% local match to raise the project’s competitiveness. Council members generally endorsed submitting a single application (the square study) to maximize chances of funding; staff said applications were due a week from the meeting and that the Tri-County board would likely take action on August 5.
If funded, the proposed study would inventory existing parking and circulation needs and consider potential modifications across travel modes. The committee did not vote to submit an application June 8 but expressed clear preference for the square study and for committing a 20% local match to improve ranking.
