WESLACO ISD staff told trustees the district received multiple bids for its employee health plan administration and pharmacy benefits, and that committee members will request best‑and‑final offers before recommending a contract to the board.
Dr. Cantu, who led the insurance workshop presentation, said five TPA proposals arrived (one nonresponsive) and seven PBM proposals were submitted. He summarized preliminary administrative cost estimates: Blue Cross Blue Shield/Prime‑affiliated options appeared at about $44 per employee per month in administrative fees (extrapolated to roughly $1.1 million annually for ~2,190 employees), while other bidders ranged up to about $83 per employee per month in the district’s initial estimates.
"Before the best and final offers, we still are analyzing those figures," Dr. Cantu said. He explained the incumbent arrangement includes guaranteed rebates/claim credits that reduce net administrative costs and that staff is evaluating whether bundling TPA and PBM services would yield lower total costs.
Trustees asked for clearer comparisons of provider networks, restrictions tied to HMO/EPO designs, and what "international" mail‑order sourcing would mean for employees. Staff said international sourcing would likely include imports from Canada for mail‑order prescriptions as an option to lower costs, and that committee members will produce network and pricing comparisons ahead of the June 22 agenda.
Timeline and next steps: the benefits committee will meet June 15 to review BAFOs and finalize recommendations; staff intends to present proposed contract awards for board consideration at the regular June 22 meeting.
